Firefox makes the product that gets added on to - it sets the 'standards' and the extensions developers have to follow Mozilla's lead - IOW they need to be compatible with Firefox. There are many download extensions available out there, which wouldn't survive in the marketplace if their users had to constantly duke out the bucks for every update that was needed.
